Default Local Lead Generation Buisness Startup

i am just starting to target my local businesses and was
wondering how you break deals with lead generation.

I heard people sending traffic through PPC to photographer's website and get paid 50$.

In order to do similar business

1-Do we have to use Google conversion tracking?per conversion in Google tracking is considered a lead and the client has to pay?
2-do you send the traffic to their landing page?if they don't have one do you design one for them?
3-who pays PPC expenses?what if they don't pay you at the end of the month?
4-do you use phone tracking,email(aweber?)

Go to the WSO section and do a couple of searches for what you're looking for and pick one of them. What you want to know cannot be condensed into a post or two.

I think that there are not exact answers for your questions. I'm not doing local lead generation now, but I assume that you will need to see how things will work on a case by case basis.
