Default PPV reactivation time

In one of my PPV campaigns that I'm running on Media Traffic, I noticed zero conversions happening during a certain time of the day. Logically, I decided to deactivate the campaign during this period and fire it back up when I expected the conversions to start happening again. I understand that deactivation doesn't happen immediately, but reactivation seems to take a long while as well.

Does anyone know how the system works? Does the whole campaign go live at the same time, or does it treat each target individually? Once I reactivated my campaign, it took a long time before the first impression showed up and even then, it took a while before my impression rate seemed normal. For all I know it was just coincidence, but I'd really like to have a better understanding of how these PPV engines work.
