Default Suddenly there are no available networks for "Click-to-Play" Googe ads. What gives?

I am new to Google Advertising and just recently signed up for adwords. I am very interested in the "Click-to-Play" advertising in the Content Network. When I initially signed up, I found many sites in my niche (movies and entertainment) that offered "Click-to-Play" Ads. But just a few hours later when I went back in to check other available sites, the "Click-to-Play" icons no longer display, even on sites that showed it a few hours before.

Now when the Video icon does display, it's showing "In Stream Video Ads Available" but that's not what I was interested in. I haven't entered my billing information yet for Google because I was not ready to launch yet, could that be the reason for the change?

I just don't understand how all of the sudden, no networks are available for "Click-to-Play" advertising. Is there something I am doing wrong?
