All of the networks memtioned in this post (except neverblue) all come up under WOT (web of Truth, if you have firefox or Internet Explorer you should install a copy).

I DON"T deal with bad websites. Any website that is bad, is bad for a reason, somebody lost money dealing with that website, so stay away from bad websites.

Sorry if this question is a bit on the dumb side. I've checked out some of the agencies mentioned here but with most (all?) you can't see the available offers until you sign up and get accepted.

How do you determine if an agency has a viable and compatible offer for your site or do you look for a good opportunity and then build a site around it?

Peerfly is very good for beginner. It's really simple and clean interface.
Not completely sure if they pay by direct; I used pay by cheque and it arrived on time.

Have very good range of offers for many countries and have great little tools like country redirect etc which make it easy to get the most out of your traffic.

Also Luke is very helpful in offering advice and giving tips and even PAY BUMPS if you speak to him

FileIce is perfect if your site features downloadable content. Averages at $1.00 per customer download. Difficult to get accepted to though.

I'm appalled no one has mentioned us (leadpile). Well her I am putting in my 2 cents: if you work with payday, personal and auto finance loans, you should give us a try. We have exclusive lenders and we have a pretty awesome team here looking to help... BTW, I learn a lot from you guys.

Very old stuff, Bluephoenix, Clickbooth and Coprosper are solid, LS and CJ are not CPA networks but more likely affiliate networks.
