Are there any affordable pop-under advertising networks that convert?

Hey guys and gals,

Over the last few months I've been doing PPC marketing, however, the CPC these days are too high (my average cpc was$2.00 to $4.00) for a product that retails for only $37. I'm now looking for new ways to get affordable, targeted traffic. I've tried PPV/CPV and Facebook but had very little success. I think PPV/CPV and Facebook traffic are more interested in CPA offers, not direct sale products.
I'm now looking to try pop-under advertising to promote my product while preparing to try do some article marketing, however, trusted networks like ValueClickMediam, casalemedia.com, cpxinteractive.com, Tribal Fusion required about $10,000 to open an account. I think that's way too much money to invest right now in testing a new marketing method.
I'm aware that many less known pop-under advertising networks are scams, but I'm sure that there must be some legit ones out there.
I was wondering if anyone can provide me with a list of a few pop-under advertising networks that are legit that don't required a huge amount of money to get started. Please don't list any PPV/CPV networks.
