Default HELP! Is this wise.

Can you sign up to an ad network that allows its advertisers to use a CPA(Or Sale), CPL, CPM, or CPC plaform, and advertise as an affiliate of other offers and/or products even if you don't have a company and/or product of your own? Does this make since or is this completely illegal?

I'm not dure if I understand your question. Let's see...

You want to take an offer from Network A as an affiliate and then promote it on Network B as an advertiser? If so, I don't know why a network would be willing to accept this. I can't see what Network B earns in this scenario.

If you want to recruit other affiliates, you can create your own network with HasOffers or any other platform. However, it would be useful only if you already have people (friends, partners, etc) willing to work with you. There are many small networks being created everyday and there is no benefit for affiliates to leave the well-known networks to work with them.

I'm thinking about taking a product from say a site like MoreNiche.com and promoting it through an ad network.

I doubt you can promote a product or service that you don't own, because as an advertiser you must add a pixel to your website's thank-you page where a transaction occurs for tracking purposes. I wonder how are you going to do that even if you convince a representative from a network that you own the product or service that you want to promote?

Yes - many affiliates do not have there own product
