I've been following Steve since just after he stopped using AdSense and other CPC as his primary monetization method. I consider him to be a very clever marketer and if not on the cutting edge of making money, at least not very far behind.

So, is it just me, or is his whole monetization strategy now based on reviews of affiliate offers?

No there are still plenty of people who make decent money from AdSense. It depends on the niche, its often smartest to use a combination of methods, so all your eggs are not in one basket.

I think your monetization method is always depends on the niches and traffic source .Steve has great reputation in his niche and hence he use review methods to make money, it is really easy for him to make money.

But if you are not such a well - known in your niche,it is better to do experiment and then chose your strategy.
