CPL: Network or Private Affiliates (Advertiser's Viewpoint)

So I run PPC campaigns for the debt industry. Ad spend is $75k + per month for generating debt relief leads. I've tested multiple sources, but google seems to be the best lead - even though the pricing is high.

I'm looking to broaden my lead mix with affiliate leads, but haven't had a whole lot of success with smaller test campaigns in the past. I got a ton of leads that said "I never applied."

I'm thinking of running the campaign in-house with self-recruited affiliates, but I know that's more work to get setup and build the relationships.

On the other hand, just haven't had a good experience thus far with networks.

Any thoughts or recommendations?

If you set your campaigns in network and set them to private, and let the network manager to get some top publishers to have a test. You'll see the quality increased.
