with adwords indian traffic is cheaper than traffic from usa for example...and with adwords you will get targeted traffic...because you can choose the keywords..

You can target Indian traffic using Adwords/Organic Seo.

They are many SEO companies listed everyday on classified ads in Indian newspapers. You can find the e-paper for Hindustan Times .
I think a quick signup is required (its great if u signup they send u an email in the morning with the newspaper).
Also, Shaadi.com has offers in OfferVault but its a sponsored offer with not a high payout.
I think the international eye cream offer is still there on offervault for india.

try social network ppc or Addword. Actually it depends on what kind of product are you selling. To get the most effective result you need to choose how you will manage the traffic. sometime free traffic works better than paid traffic for some product.
