Not if you can successfully explain your alternate promotional methods, such as PPV, PPC, Web 2.0 etc. Be prepared to contact them after your application and discuss your plans to get approved. The application will require you to list a URL for a website; just indicate that you plan to discuss your methods with them on the phone by listing something such as WillDiscuss.com Neverblue is a very strong network. I think that having a nice looking site always helps when submitting applications to CPA networks. However, it's not mandatory. If you can show them that you drive high quality traffic from a traffic source that doesn't require a website your application can be approved. William

Almost every cpa network requires a website when you apply. Try create a simple website with few posts and only then you apply. Neverblue is a good network but really hard to get in
