Debt Industry Lead Generation help

Hi Warriors,

I've worked for a handful of companies over the last couple of years generating leads in the debt settlement industry. The FTC just passed some new legislation that is affecting my client's cost models and will severely prohibit them from spending the kind of money they're used to spending per lead on PPC.

So I'm looking for ideas on how to generate more cost effective leads from reputable affiliate networks. Unfortunately, they've been burned by bogus leads from affiliate campaigns in the past.

So here are my questions:
1. Any recommendations on good affiliate leads for the debt industry?
2. Do you think affiliates would be open to promoting debt services through pay-per-call numbers?
