You've been banned. There's no simple solution.

You do not mention what your account was blocked for, if they haven’t stated write to them as they normally get back to you very quickly.

It sounds like a billing problem. I’ve never heard of an adwords ban. If you put up ads they didn’t want they just wouldn’t approve them.

Google had strict policy especially regarding landing pages. if you create ads not according to their policy, you will get few warnings and if you will continue - they will ban your account permanently.
