I want to pay CPA networks / large publishers a flat rate for funded payday loans

Can pay weekly for USA web users only. Can scale into $75k per month ad spend.
For this program we only want to pay for funded loans, this is not for purchasing leads.
We typically fund 50% of leads we purchase. But we view and approve leads we buy and cull over 90% of the ones we view.

Please advise which CPA networks are open to a flat rate deal and at what cost i am likely to see in order to make it fly.

Large publishers who can provide significant volumes are welcome to contact me too.
