Well part of your guess work is done for you with it being a facebook app promote through facebook. Run the offer url through quantcast and doubleclick to see what demographics are visiting the offer then set up a TARGETED facebook campaign and track like a mad man.

well you have to be monitoring your impressions, ctr, cpc,. I would be checking my account every so often to see what images got the best click through rate seeing how my ad copy is doing and start killing off any ads that are not getting a good ctr.

If your running FB ad's, I've found that the most important feature is the graphic (110x80px). Use your demographic data from quantcast and design an appealing graphic. I used to change my targeting or ad creative when ad's weren't performing. But something as simple as putting a bold red box around the graphic can cut the CPC in half. Yesterday I went from a purple boarder to a light blue one and my clicks went from $0.16 to $0.07 (my graphic was already a targeted image).
