I'm totally stuck in the mud with CPA networks

So it seems 99% of all CPA networks want either a tax ID, Business names, successful website owners, or all of the above. I'm just a 16 year old kid so I lack all of these, and frankly it's pissing me off. The one CPA network that accepted me sucks (MarketLeverage) and I just seem to be stuck. I've been at this "make money online" thing for over 2 years and I'm sick of not even making a dime. Obviously I'm doing something wrong and I thought CPA networks were the way to go but apparently not for me. Got any tips for a failing money maker? Anything now is greatly appreciated. Thank you.
