How Does PPV Work?

Are all PPV's pop-ups? What happens when these popups are blocked? Are they still charged? Also what are some examples of using URLs to target your market?

Basically all PPV'S are pop ups. The pop ups are not blocked because it is a seperate program that the end users installed. Nope.
If you wanted to target a free ipad offer you would target the apple.com/ipad page or something similar.
