You ALWAYS get the best CPA deal if you look for the merchant yourself instead of applying for any network. I get up between 50-100% higher margins with these direct deals. THAT's how you win at this game and beat your competition

Thus depends on a lot of factors. What kind of traffic are you getting and what vertical do you want to explore. If you just want to look over what offers are available go to offervault.com and do a search

You can try Copeac but it very hard to signup - you must have experience as publisher.

As Mike Morgan said start with MaxBounty. It is one of the best networks and easier to get in compared to most of others

Run a search, and this has been discussed many times, there is no best, it all depends on whats best for you. For us to help we would need to know what offers you want and how you will be promoting them

It is hard to say which CPA companies are more lucrative, because it depends on your traffic sources, niches, etc... But that site will help you find some CPA companies that are honest and have good collections of offers.
