first of all you need to know the demographics of the PPV network % male % female ages after it you need to find an good niche according to demographics. if you don't know the demographics you're practically blind. |

What's more important IMO is your roi. I've had Lps with a horrible ctr make more money than one with a high ctr. But for your question it depends on the offer, the niche, etc

Aggree with @Chrisba on this one, Focus on ROI would probably the most important thing, but also CTR important because it shows if people actually interested with your Ads or not. Higher CTR with High ROI would be the best one, and yes the CTR would be varies depends on the offer/niche/trafficsource/hosting/targets/etc. From what i research from some blogs and forums, if you can get more then 2% CTR as average with ppv your doing good already. |

Even though CTR is important ( if you want to improve further ) , you need to focus more on your profits . Just check how the profit or ROI of each landing page and focus on the one which brings the most profit . |

PPV is always low CTR just because of the nature of popup traffic. 3.7% for your second landing page is pretty good for ppv. But as others have said ctr doesn't really matter what matters is if the clicks convert and you make a good ROI. I've had landing pages with really low ctr (below 1%) that converted well and made decent profit. |
