Excess/bulk traffic sold on CPA basis (geo-targeted)

Does anyone know where I can find a seller of huge amounts of excess traffic paid on a CPA basis? I want to target the Scandinavian/Nordic markets with the products my employer is selling. I can basically buy all the traffic available, but it needs to be sold on a CPA basis.

I know there are a lot of resellers out there selling this traffic, but usually they only sell it on CPC and the quality of the traffic is usually not good enough to pay on a CPC basis.

Any suggestions are greatly appreciated. Thanks in advance.

I think the closest thing you might get to this is a targeted list that is for rent or something a like.
