Website first or CPA offer first?

Since I'm a newbie, this question might sound silly, but it bothers me for a long time. Here is the question - Website first or CPA offer first? It's kind like chicken first or egg first question, If I want to find some CPA offers, I need to apply CPA networks, then I need to have a website, then since I don't know which offer is better how should I build a website?
To make this more clear:
1. I want to start CPA business,
2. I decide to apply CJ,
3. In order to apply CJ I need to have a website,
4. I need to build a website,
5. I don't know I should build the website base on what niche because I don't know which offer I will choose on CJ.

Any ideas?

You can go both ways .

But , on most occasions , first I identify traffic source such as PPV , PPC, Facebook , etc, then I select high converting CPA offer which works well for the respective traffic source .

For instance , you can first decide to use PPV as a traffic source and then select CPA offers which converts well with PPV traffic .

You can start both website and CPA offers, up to you. As for me, you can setup a free blog at Blogger.com and create a landing page for your offer, or even some polls that we can market through Google Insights or Trends.

You don't NEED a website.. you can just apply for the network and state clearly how you will generate leads. You have to sound like you know what you're doing!

I applied to peerfly a few days ago. I applied without a website. Still waiting for approval, though. I felt I needed to get offers then build websites around them.

Still, you can pick a particular niche, build a site on that niche, then apply to CPA networks.

One approach that works pretty well is to develop a website that is fairly generic in nature, or on a wider theme that you might normally be hitting and then niche out within it. It saves work on optimizing for SEO and PPC quality score.

For example, a generic name relating to "home" related stuff would allow you to market everything from contractor leads through to vacuum cleaners.

find a niche of your CPA first then build a niche around that product.

Yep, you don't need a web site but it can help.

Website is like the pizza base... if that isnt good.. not matter how good your topping might be... Ur pizza wont taste good.

Just get a website first because that's just the basic step for starting an online business, if you can't just hire someone to do it for you, it will cost just $15-20 to add some content and get your site live.

I think really if you select the niche first, that leaves you open to several offers that can be used with that niche
