Question about 3 tier CPA incentive system and recommended themes.

Hello all,

Just getting started into incentive CPAs. With the keyword exact domain I have, I would like to really capitalize on this opportunity. Has anyone seen or had success with a three tier CPA incentive site?

Let me explain:

First tier: They may enter doing surveys for the daily give away.
Second tier: At the same time they may accumulate points to use towards purchasing and item in exchange for points.
Third tier: The points may also be used as a discount rate conversion to purchase the item. For example every survey they do they accumulate $.50 towards the purchase of a $20.00 items and they can pay the difference.

First question is there a CPA company that will allows this?
Second question is there a killer WP theme out there so I do not have reinvent the wheel?
