Can anyone recommend a good traffic source for Australian Traffic , PPV, PPC Media buys(besides adwords)

Microsoft Adcenter is a good one. Also, Facebook is great if you want to use social media.

Facebook ads and Bing ppc. Check them out

Adcenter is driving me crazy, I can't even seem to get impressions, I try the most general keywords, and really high bids that according to their estimator should get me over 1000 clicks monthly, I don't what I'm missing still
