Need affiliate programs for affiliate network

So I'm helping my friend and he needs affiliate programs for HIS friend's network.

He has a affiliate network, and needs offers.

How would someone find them?

Is their a list OR what?

It's easy to broker offers from other networks, you can also go direct through the advertisers.

How do you find advertisers directly? Is their a list of them somewhere? Do they accept networks?
