Is It CPL Network That Paid By just Filling And Submitting the Page..??
And Which Is The best CPL Network To Start..??

Yes it CPA networks that pays per lead, Try to get into Neverblue, Maxbounty, PeerFly or CPAway.

These are good networks: Neverblue, MaxBounty, WSM, EWA, PeerFly. If you are new first apply to MaxBounty and PeerFly.

CPA = Cost Per Action
CPL = Cost Per Lead
CPS = Cost Per Sale
CPC = Cost Per Click

Cost per action are same as cost per lead, the action could be email-zip submit and this action will generate a lead.
