You can create as many non phone verified accounts as you want yourself. If you want phone verified ones I suggest you check out a certain forum that deals with the dark side of the force if you know what I mean

Follow these steps, should work

1. Create a account with Yahoo Mail
2. Go to Google Adwords, register a account under that Yahoo email
3. Make sure you are logged into the adwords account, go to youtube and signup under the yahoo email
4. Login to your yahoo account, click the activation link and you should be golden!
