Old WSO question on buying site visitors

I read an old WSO a few months back. (I think it was being given away to War Room members.)
Anyway, it talked about buying banners on other peoples sites and recommended a network to do this on.

Where can I go to buy traffic? What is good traffic? Do I want traffic re directed from expired domains? (Thats the only method I know of.)

So, where can I go to buy human traffic? And, is there an advantage to doing it?

Obviously, I am very new to all this.
