I have 2 questions and I want your help please

First Question: I have a website and I want to use MaxBounty and Never Blue Ads for CPA, but I'm not 18 years old, I'm 17... The question is: Can I be accepted to them?

Second question: I dont understand this spam... I get the link from my CPA network and I put it on my website, then I enter on Facebook or Myspace or Twitter or whatever and tell the people about my post on my page, I might lie them to get sign up to the affiliate link from my CPA but when the CPA network wants to see from where the url was clicked it shows my website right?? Is this spam and can the company ban me ?
