CPC traffic to direct download links. Is it allowed?

Please let me know if this is permitted?
What about primary CPC such as adwords?
What about 2 Tier CPC networks?

Can I push CPC traffic to direct download links?
Or I can push it only to pages?

If you want use Adwords , never think of direct linking .

But , with second tier PPC services , you can direct link .

You should also be aware that for some CPA offers , especially trial offers works well with landing page that pre-sell the offer properly .

I have started using adwords for search on a few keywords with no competition. Doing a few test searches I see that my ad is indeed the only one there. But my cpc is still upwards of $1 -- shouldn't this be much lower, since I am the only advertiser bidding? I have the max cpc set to "auto" in adwords.
