Where is the logic on Facebook ads now??

Im running a dating ad(second day now)

Reach : 22400 laser targeted
CTR: Started 0,201% and it is going down to 0.102% with an hour or so.
Suggested Bid: 0,15 $ - 0,30 $ and its going up to 1,02$ with an hour.
Reach with 4 hours, only 4032

And i`m always running at the highest bid what FB offers.
And my daily budget is 1000$

Why Facebook gives me so little traffic volume if my starting ctr is 0,201%?

And my CR is 41% with a 1,85$ payout.

Any ideas?
