What companys provide the offers?

So there are company's that provide the offers for CPA networks right? Who provides it? I have an extremely great idea and would like to get in contact with somebody about it, but are there company's that actually make the surveys for them or do they make them themselves?

I know but I mean is there a middleman that collects all of the surveys and sends it to a CPA network and/or somebody who gets emails from places that want info and then they create the surveys?
