Default Advertiser asking about Fraud Reducers on CPA

I dunno if this is a new one, but I haven't found an answer in the existing forums so I am going to ask it here.
As an advertiser I am going to be looking at CPA networks to drive traffic to a free service. It requires a call to action that is free and benefits the user, all they need to do is sign up with an email and a zipcode and to post a project they want help with. This of course opens my campaign to massive fraud from publishers that want to just blast my site with false posts to make a quick buck... So what I am asking is what steps can I do to stop black hat publishers and their cohorts from blasting my site. Here are a few ideas, please feel free to shoot holes in them as that is what I asking:

1. Phone call verification with a robo dialer. exp: "Press 2 if your a human and you recently posted on our site."
2.Filter IP's from US based IP's only. (We are a US based only service.) Of course this isn't an exact science.
3. Email confirmation. Not sure this does much as a bot can click a link in an email.
4. Introducing a Captcha routine, but that of course could really hurt conversion.

Any ideas gurus and random com-mentors, anything would help!

IP's won't work. If someone's going to commit fraud, they'll get that done.

If you really want a good fraud reducer, then try phone verification and email verification, as well as track IP's.

Yes, conversions WILL go down, but who cares if it's simply eliminating fraud? Better to have little fraud (little money out of pocket) than tons of fraud and a failed offer.

I'm sure that you'll still have fraud, so you'll have to mix things up after so many weeks so that the scammers have to work harder. The CPA Network should help you figure out a good solution for this, so I would ask them for advice, too...also, this might be a better fit for a Programming community.
