Co -reg paths/ Traffic in Germany

Hey gang, been trawling the net the past few days looking for a company who can get traffic to my German CPL offers, most require prepayment, which our company don't tend to go with, as it's CPL, and we have credit ref's etc.

Any recommendations?

Failing that, or even to coincide, I'd be looking to get our offers listed on some good German co-reg paths, again, any recommendations?

For what it's worth, we operate most verticals, except adult traffic and finance/refinancing. Big one's for us are energy, test drives, social media traffic, big brands (Lego, Audi, BMW).

A bit exasperated at the moment, so any help would be very well received
* I'm not looking to buy traffic, looking to build long term and beneficial relationships with good publishers.

The question is, why would anyone give you traffic for free and take a commission where you are a middleman? If I have access to traffic, I would simply approach the merchants myself

Understandable Nick.
I have a few exclusive offers and some of the higher paying bracket offers also.
Basically, the story is we're well set up in the UK and have recently moved to the German market, but it seems to be dominated by 3-4 of the major players, giving the middle sized networks a major headache.

For all the campaigns/offers we run, what we pay per lead is higher than alot of our competitors, and the exclusive offers are quite attractive also.

Puzzling.

Any tips/ideas/help would be great appreciated.
