Default simple answer for someone 'in the know "

I have a keyword that when searched without quotes give me 2.3 million pages
then when I put the term in quotes , I get 24.

what does that tell 'someone who knows something about cpa " and searching keywords ?

only 24 competing pages would be a great keyword to target, PROVIDED the keyword gets a good number of searches.

I am going to guess that since you only get 24 results when searching in quotes, the keyword does not get a lot of searches monthly.

Use google keyword tool to see how many, and then come back here and get opinions.
