if i must choose between an article or a banner related to a cpa offer in a website what must i choose?

Banner is better but if you know how to write high converting articles then probably article should be your choice!

Check to see what your competition is doing, this will give you an insight into what is currently making money for others. It does depend on the niche and the audience you are reaching out to.

Also how come you can only choose 1 of the 2?

If you are asking about CPA offer than Banner is probably a choice for me too because it will reach a wide audience while article is useful when you want strong backlink to your site.

Banner will probably produce more clicks, but I guess a good article should give you better Google PR benefits.
