Middlemen Between Publisher and CPA Network

I am wondering if anyone has used a company who can improve offer conversion and that specializes in publisher offer optimization. I have a great website, but have no experience in writing offer pages etc. I have heard that there are companies who will optimize offers before presenting them to the CPA networks. They do this for a fee based on successful CPA once at the networks.
