Incentive Per Click Offers?

I'm looking for a network that has paid per click offers. For example the offer is completed when a person clicks the link and stays on the page for certain amount of time. Haven't been able to find anything about these types of offers anywhere but I know they exist because incentive get paid to sites have these from time to time also sites like neobux must use these type of offers to.

Anyone know where to find incentive per click offers?

I found one network that claims to have pay per click ads. Only problem is there is no information about the site anywhere, it's not on offervault, affiliatepaying, or other review sites. If they accept my application you'll be the first to know if their legit or not.

Still looking for incent cpa's with paid per click ads or websites with incent click ads so if anyone knows a reliable one shout out.
