What should I say in CPALEAD application about "promoting their offers" to get approved

I'd say you apply somewhere else like Blam and Adscend... I can't in good character recommend you sign up to a network that openly pays it's affiliates to SPAM this and other forums.

If you are planning to use website/blog, let them know you will be using SEO and PPC to promote contextual offers (if that's what you're going to do). Really, all you have to do is be honest. The worst thing in the world is if they were to contact you and call you out on your bluffs. Everyone starts from the beginning at some point, so just tell them you're new to the game.

If you're going to use PPC you should get approved. They would rather paid targeted traffic then random un-targeted traffic.
