If 7Search traffic is junk, why people bid 2.62$ per click?

not all traffic are junk. Yes there are some junk traffic but depends on the category. End of the day you will have to optimize your campaign and from my point of view i don't see any network who can give top class traffic for such cheap CPC.

Another thing if you are bidding on adwords for " personal load" etc, you will be looking at double or triple CPC then 7 search so, that means you get more chance on 7 search to convert the traffic

When someone says 7search traffic is junk they might also refer to 7search traffic not converting as good as Adwords traffic. There's a lot of hyperbole going around. Doesn't mean you can't make a profitable campaign there, otherwise noone would pay for ads on 7search and 7search wouldn't exist.
