Email Marketing Buying?

Hey guys? I would like to find out if there is any such thing as buying a list from others and marketing cpa campaigns to the list?
If that is possible? would it be possible not to buy the list but to actually pay them to send an ad to their list.

How much would all of this cost?
anyone has any experience with this?

i dont get it? solo ads? whats that? there are many different type of email ads?
how much do they cost?
can i pay someone to send the leads to their list?
