I'm from Russia so may be I can help you. What kind of offer you are going to promote?
Popular traffic source is vkontakte.ru - It's russian facebook clone with ton's of traffic , but mostly teenagers.
Besides there are so called teaser networks, also very popular, like http://teasernet.com
But there are plenty of bots and fake clicks in teasers.
Why not use adwords and facebook as usual ?

Have you tried Sitescout, Adperium and bing? If not, they are worth to check.
