Is there such a thing as guaranteed cpa offer signup?

This is probably a stupid newbie question. Is there such a thing as guaranteed cpa offer signup? I mean a paid traffic source where u pay depending on the number of guaranteed signups to your cpa offer eg email submits? One where the paid traffic source has some kind of system to track actual signup as oppose to traffic merely visiting your offer and you are charge based on traffic that resulted to actual signups and not traffic that visit your offer but don't signup?

I have used emarketingauthority.net now for over 500 signups, no ban. They are legit users who are signing up for the offers.

That's great. Did you get paid from cpa networks for those signups? Any lead quality issues?
