Highest paying CPM for Indian traffic?

What is a high paying CPM network for indian traffic and doesn't have a high requirement for minium traffic?
I have a website that gets 75% of the traffic is from India. The CPC and CTR is so low that i'm making only $2 a week. I realize that a CPM would make more money but its hard to find one that pays great for indian traffic. Any suggestions?

Traffic Details:
Awestats: 370,00 monthly page views and 43,000 unique visitors\
Google Analytics: 130,000 monthly page views and 15,000 unique visitors.
