CPA marketing question

I am brand new to this business and am not even a part of a network yet, doing a lot of research. While researching I found a site called freelancers.com, which gave me a couple ideas. What about outsourcing for traffic since I don't know much about how to do that yet. The offers were for simple e mail and zip fill ins, I know that you need good traffic and no bogus sign ups because I will get banned. Anyway I was told in previous comment that I shouldn't do that but what is the difference how I get these leads as long as I get them and there real. I know that sites have terms of conditions and what not so maybe they won't allow it. Please let me know your thoughts as I am very new to the business, below is an exact example of a current ad up for bidding. Thanks.

Project Description:
Leads needed for CPA Offers. Offers are of different types like email submits , free trials , payday offers etc.
All Offers are USA Traffic.

I will be paying 1 per leads for the first project. If I like your work , I am ready to pay upto 2-3 $ per lead.

Example : 500 Leads x 1 $ = Your Total Payment.

*Only unique and confirmed Leads

*No duplicates and fraudulent sign ups
*No Automated Methods
*No Cookie Cleaners
*No Black Hat/Spam
*No use of proxy servers
*No Craigslist or any other any other classified ads
*No Incentive Traffic
*No Auto Bots or Software

Important : No "Upfront payment" will be given.
Payments : Payment will be given instantly after leads are approved and I get paid from my network.
Payment will be done via Freelancer

If I am happy with your work and quality of leads , I will hire you on Long-Term Basis and will be looking forward to work with you.
I need around 500+ leads for my offers. 1-2 trial leads should be provided for quality purpose. Also do mention your traffic methods in PM.
