Arbitrage for CPA Offers?

I need to do arbitrage for CPA Offers. PPC is killing me, cos the conversion is not so good.
Here is what iam thinking:
I promote My CPA Offer From Lets say Neverblue, on another CPA network( azoogle)
Ofcourse i pay less to the affiliate on Azoogle, For an offer that iam earning more on Neverblue.
Problem with this, is that azoogle requires me to place the tracking code on the final page after a sale( Pixel) Which i really can't do since i want to direct the sale to the Neverblue offer, so as to get the commission.
So My question is: Is it possible to do Arbitrage for CPA Offers?
