What kind of merchants do CPAs work with?

Hello,

This question is for the members that are very familiar with the CPA networks.

So, what kind of merchants do the CPA networks approve? For example, if I intend to sell a $20 ebook and I am willing to pay $10 per action (i.e. sale), would any CPA network look at me? Even if I am a small merchant?

(I mean, "real" CPA networks, not affiliate networks like Clickbank, Paydotcom or Shareasale.)
