How Do You See Redirecting CPA Affiliate Link

I have just started taking action into ppc - cpa. However, I have some troubles.

1. I want to test some campaigns but i do not want to use direct linking, can I host a domain name and redirect it to the offer affiliate link, has anyone try this out before? If yes, how was the conversion?

2. Which is best to create your own lp for an offer - blog or static page?
