Adf.ly affiliate model

I have an idea that I am working on, which is similar to how adf.ly works, allowing users to create links that they can make money on. For simplicity, let's say I was trying to build a copy of adf.ly.
Initially I don't want to allow advertisers to sign up. In other words, initially I want to use an existing platform for finding advertising that my users can show and make money on. What I've looked into so far is alternatives such as: Google adwords, tradedbouler and clickbank. My biggest issue that I've had with these is that they're looking to put their advertisement on a page that has a focused content, which my site doesn't because "all it does" is create links. Secondly I need a way track which of my users that make money and how much (like a sub affiliate). So ideally I would need a working API of some sort to figure out what to pay my users.
My question is, if you guys can recommend me an affiliate network/site/service/product that I can use to overcome the problems I've encountered with the above.
