Traffic Sources - content website and their monetization

i read a lot about traffic sources but i still cant found interesting traffic source.
Let me describe our problem. We are working as "ssp agency", its mean that we are able to connect our client to RTB systems and other Ad serving platforms ( we pay for CPM to our partner).
Some of our clients are able to create new "crapy" website each month and ride there a huge traffic ( social and popunder ), which is bought.
We would like to start our own website, but its pretty hard to find traffic..
I will appreciate all advice! If you want we can help to connect to RTB networks ( you will get money for CPM)
