I don't see them using a maxbounty link, but most likely that offer doesn't allow Craigslist traffic. Because that person is using two redirects before it goes to the offer page.

maxbounty compaigns are RARELY allowed on craigslist!

I know for a fact that MB dont but surely there are a few reputed networks out there that allow cl as a traffic source...most probably for dating campaigns.

Craigslist is a free classified ad site. It's not meant to post CPA offer. That's as simple as that in my mind.
