Phone verified Offers?

Looking for networks that have offers we can phone verify ( if even possible)
Basically if we have a consumer on the phone that is not interested in our product, we can cross sell/down sell for a product or service, we prefer not to collect any credit cards.
Is there a specific network that specializes in this? or if anyone can point me in the right direction, would be super helpful.
( we can have them opt in to that product at the lead gen level if compliance is an issue)
